Fareham Town Centre Regeneration

From 2015 onwards, Fareham Borough Council embarked on a programme of town centre regeneration focused on the Civic Quarter area at the western end of West Street. The plans included the redevelopment of the council offices and surrounding land, improvements to the public realm, and the creation of new residential and commercial space. The regeneration reflected a broader recognition that Fareham town centre needed investment to remain competitive and attractive in the face of out-of-town retail, online shopping, and the draw of the larger centres in Portsmouth and Southampton. The programme has delivered new housing, improved pedestrian connections between the station and the High Street, and a refreshed public realm. The scale of the regeneration has been modest compared to major city centre projects, but it represents a significant investment for a borough the size of Fareham. The approach has been incremental rather than transformative, working within the existing street pattern and building form rather than demolishing and rebuilding wholesale. The regeneration continues, with further phases planned. The aim is to strengthen the town centre as a place to live, work, and visit, recognising that the role of town centres is changing and that a reliance on retail alone is no longer viable.
