Whiteley

Planned modern development with large retail centre, contemporary housing estates, new schools, and direct M27 access, straddling the northern edge of the borough.

Whiteley is the newest major development in Fareham borough, a planned community built from the late 1990s onwards on former farmland to the north of the M27 between junctions 9 and 10. It is dominated by the Whiteley Shopping Centre (originally Whiteley Village Outlet Shopping), a large retail park that draws shoppers from across the wider area. The retail offer includes major brands, a Tesco Extra, a cinema, restaurants, and various leisure facilities. Beyond the retail centre, Whiteley has seen extensive housebuilding. The Whiteley Meadows development to the north has added thousands of new homes, schools, and community facilities. The housing is contemporary in style, built to modern specifications with smaller plots than the older estates in Locks Heath or Park Gate. The area has attracted young families and first-time buyers drawn by the new-build housing and the convenience of having a major shopping centre on the doorstep. Whiteley Primary School and Meadowside Primary School serve the growing population. The area has a particular character that comes with planned development: neat, well-maintained, but lacking the organic variety of a settlement that has grown over centuries. Green corridors and landscaped open spaces have been incorporated into the development plans, providing walking routes and play areas. Road access is excellent via the M27, and bus services connect to Fareham. The area straddles the Fareham and Winchester borough boundary, which creates some administrative complexity. Whiteley serves a clear function within the borough as a modern residential and retail hub. It does not have the charm of Titchfield or the community history of the town centre, but it provides contemporary housing and shopping facilities that have attracted a growing population.
